внебюджетный фонд
Государственный денежный фонд, образуемый вне федерального бюджета и бюджетов субъектов Российской Федерации в соответствии с федеральным законодательством. Формируется за счет специальных источников (не налоги, а специфические сборы, страховые взносы, кредиты и т.п. отчисления), используется по целевому назначению Важнейшие среди федеральных В.ф.: пенсионный фонд, фонд социального страхования, фонд обязательного медицинского страхования. В настоящее время одним из существенных недостатков сложившейся в России экономической системы являются частые пересмотры (обычно в зависимости от складывающейся финансовой конъюнктуры) нормативов отчислений во внебюджетные фонды, вносимых экономическими субъектами. Это затрудняет перспективное планирование бизнеса, особенно инвестиционную деятельность (инвестор должен знать, сколько он должен будет отдавать государству через пять, десять лет — без этого невозможно оценить будущую окупаемость проекта. Другая проблема – перевод значительной части государственных денежных доходов и расходов из государственного бюджета во внебюджетные фонды искажает представление о действительной бюджетной ситуации в стране, препятствует анализу (например, межстрановому) и принятию осмысленных макроэкономических решений.
